Kindly suggest or provide me one proposal containing the important parameters and the things that should be there in the proposal so that I can proceed.

To implement PMS, it requires tremendous support from the management. Do you have buy-in from management? If not then it may do more damage than good. Secondly, PMS implementation is far more serious business. Therefore, my humble request is to tread cautiously.
Nevertheless, as a start up if you institute PMS right at this stage, your organisation will reap dividends forever. But then what you measure is very important. b) Is it based on top-bottom approach or other way round
c) What are the end result of this
d) Reports and whether its implementable and feasible as per your environment.
