There are many ways to create a blog, but the first and the foremost thing is the platform which you are going to choose.
I recommend a self hosted platform like wordpress blog as they are having many templates to choose from. But they will charge you for the services.
There are few free service providers even like blogger, tumblr, etc..,
A written explanation in this context couldn't help you out unless you are a tech expert.
Hence my suggestion is, just go through the videos uploaded in youtube on the subject you are interested in.

First of all you should be clear about your purpose of blogging. I have a blog about Reiki and another about cosmetics. Both are on blogger platform.
Blogging is very nice way to share your thoughts and ideas.

Hi Manju,
To start a blog you can start with various Bog providers like - Wordpress, Blogger etc. So get yourself registered in any blog provider and choose a name you would like to relate the blog with - the sub domain name. Ex: manju.wordpress.com or manjublogs.wordpress.com etc.
Now that you have the sub domain name so I guess that's it.
You can add a subject and start writing.
Also many blog providers provide you an array of features along with the blog like themes, colors, widgets etc. You can change the theme & colors as per your requirement and also add widgets like your twitter page etc.
