Should an Offer Letter include resignation policy of the company? (i.e. payment is hold back for 45 days after resignation)

Dear Jagat Kumar,
I wish to state that, you are asking such a question that a person who is supposed to enter and stay with your company, you are showing him the exit way.
Basically you cannot hold anybody's salary when he has worked for it. Therefore, you can not mention such a condition in any appointment letters. Such things are not mentioned in appointment orders because they are inappropriate at that place. It will be like putting an advertisement of immediate divorce services in an marriage invitation.
