Dear Savpril
Final settlement is nothing to do with PF withdrawal. PF can be withdrawen only after two months from the D.O.L i.e last working in the oragnisation.
Unless your Final settlement/No dues is cleared in the organisation , you won't be relieved and also can hold or will not issue the experience & relieving letter.
No one has the right to stop from withdrawing the PF.
Let me know your organisation has it own PF trust, then they can hold unless your Fianl settlement is cleared but they can't stop PF withdrawal.

Full and Final Settlement will be done once you leave the organisation and that has to done by your company where in your leave balance, recovery etc will be considered and if any recovery is there then you have to pay the amount or if any due is there company will pay you back.
PF can be withdrawn only after completion of 2 months. You have to fill withdrawl form and submit to your organisation

Savpril Verma,
It is advices to submit the withdrawal form once the Final settlement is completed. More over the withdrawal form submitted by you will be handed over to department after 60 days from the date of resignation from the company. Before settling the dues if you submit the withdrawal form the contribution pertains towards the final settlement will not be a part of your withdrawal. You will not get the benefits of the final settlement contributions. More over no company will hold the Final settlement to 60 days.
Do let us know if further assistance required
Thanks

As per PF rules, the withdrawal is permitted only after 55 years of age.So if the company mentions in the withdrawal application or calls for your present employment details, you will have problem

Dear Friend,
PF withdrawal has got no connection with final settlement.Final settlement and PF withdrawal are two separate issues.
You should fill up the appropriate form duly signed and submit the same after 60 days from the date of leaving the job to the ex employer .The employer can not stop PF payment. They have to forward your application duly signed at the appropriate place before the concerned PF Office.
Thanks,
