actions for misconduct like not reporting /stealing -
Person was caught on camera and told to resign immediately after returning the material, just to avoid severe punishment.
Again the person entered the premise on weekly holiday and has taken more material from the company(security was not aware about his resign). again was caught on camera.
what actions can be taken with this person.

Dear Naveen,
First of all, make a rule that whenever an employee is terminated /suspended pending enquiry /his services dispensed with due to any disciplinary action, make sure that you inform about this to all the concerned in his department /section and security. If your organisation happens to be large then please provide a recent colour photograph of the delinquent employee to the security officer / -in-charge. These steps will surely avoid causing such type of incidences to happen in the future.
Secondly, the matter should have been reported to the nearest police station at the occurance of the first theft incident itself as theft is a major misconduct for any industry. The repeatance of theft in a week's time clearly shows that this person has a criminal mindset and absolutely dangerous too. I suggest, don't delay any further and file a police case along with the eveidences (CD of the both the theft incidences down loaded from the system).
