Are you sure only a employee hand book is enough to comply with mandatory labour laws?
Employee handbooks are helpful only for non-workman staff etc. Irrespective of number of employees in workman category, if you are registered under the Factories Act [which you must be since its a manufacturing unit] you need to apply for Certified Standing orders under the Act, that is the actual handbook for the workers. Do your research on this.
