If the contractor who is engaging his employees in your establishment is not having ESI or EPF registration of his won, the responsibility of giving coverage to his employees will become yours. Being the Principal employer, you have to register the contract employees under your company code and pay the contributions along with your directly employed employees and then collect the amount so paid from the contractor by deducting the amount so paid from the amount payable to him on monthly basis.

It is the duty of the contractor to enroll the employees under the ESI and PF scheme. If your contractor did not enroll the employee then it is your responsibility to enroll since you are the principal employer and you can deduct the amount from the contractor.

PF subcode can be obtained in no matter of time. Hope you know that Establishment has to register with PF dept website and contribution should be made by generating challan from that.
So first register yourself in online with PF website (if not done earlier)
Then by using your log in id you can generate sub code for any of your branch in any part of India.
I need to check whether similar facility is available in ESI.
But as regards to your earlier query about PF & ESI of contract labour our dear members responded you enough.
