We are planning to engage engineers / officers in supervisory, operational as well as - in some cases - in managerial functions at various construction sites across the country through Temping agencies. I would like to know whether License under Contract Labour (R&A) Act 1970 would be required for engaging such officers / engineers at Sites, if more than 20 of them are engaged in each Site?

Definitely it shall be within the purview of Contract Labour (R&A) Act,1970 that states the both the Principal Employer & the Contractor need to register themselves respectively.
Your organization,being the "Principal Employer" need to register in the similar name and style with the labour department of the concerned state(s) and every contractor your organization shall engage subsequently need to register and obtain the license.
Further you need to maintain the register for contractor engaged and submit annual return to concerned department.
The contractor needs to maintain the register of workmen engaged and need to submit Half-Yearly return to the concerned department.
