Annual Increament

Dear Bosses, Is not increment compulsory for a regular employee under a scale of pay Rs.20000-1000-25000 on third year? He has got one increment in second year.

Yes. Going by the scale you have given which does not indicate any efficiency bar before third incremnet, he is entitled to third increment when it falls due in the third year of his service.
