Dear Priyanka,
Hope this is not required. and dont encourage.
What i suggest is you can send the mail when a new person is offered and going to join as replacement for this person.the mail should be send before 2 - 3 days before when the new person joins. When the person joins you can send a welcome mail about him.
Moreover the leaving employee will be sending a bid adieu mail to all on the last working day. so no need from your side.

Dear Shen,
Thanks for the prompt reply, I understand your point...
But, we have centers and offices across country that's the reason we want to send this mail, is to inform everyone that XYZ has left our organisation ; so that person might not knowingly or unknowingly take any extra information later from the colleagues (from other locations)...
And also, we want to wish them luck for their future as they have spent a good time with us and have left on happy note...
Because, generally I have seen that these people does not send a bid adieu mail to all...
Also, I do send the welcome mail for the new joinees on their DOJ...
Please suggest...
Regards,
Priyanka

Dear Priyanka,
If he has used office e-mail id or Phone not an issue.
if he is using his personal you have to send the mail.
but it will be better if you would send a mail that he has resigned and the new employee will take over so that there will be no problem and everyone is well informed that the new person is taken charge and not to coordinate with the left person.
Or you can send a mail by wishing to his official id(Remember not to mark in his personal id) marking BCC(Not CC) to everyone in all the location.
