Hi
i have left my previous company 6 months ago. now i have opportunity in same company but department is different.
As per HR rule i need No Objection Certificate from from previous department.
but they are not ready to give me NOC without any reason.
it would be great if some one could explain does NOC require after 6 months ?
what is HR policy for that ?

You need NOC if you are working in one department and want to move to another department of the company. Now, that you have taken a break and you are not working with the company, you don't need NOC. Apply fresh.

Sanjeev is right.
What you need now is the Relieving Letter form your Present Employer--NOT the NOC from your earlier Dept in this company.
This is also presuming that you have the Relieving Letter of the old company when you left 6 months ago--which is in itself the NOC from the old dept.
Looking @ this situation in another way, what's stopping the new dept from checking your performance in the earlier dept ON THEIR OWN--unless they want to avoid your application & are taking this as a ruse?

the situation is like :
I got relieving letter from my previous company
as far as my performance is concern my rating was always above expectations during appraisal
during my tenure in old company i try to join that department but my department head never allow me to do so & HR always asked for dept head approval.
employee became dead once he left the company for my old company dept head & personal egos involved in it.
there is no hr policy for this kind of situation as of now in my old company.but still hr asking for NOC
Persons who are trying to stop me to join that department because of their personal egos are in a position to dominate HR decision
and will create new policy which will stop me from join the same company again.
does any law exist which will help me ?
i will appreciate any help on this

sad state of affairs prevalent in HR in some companies..
60 years back, Akio Morita (Sony corporation) stated that - initially entry is tough for an outsider but once a person is in, then its the company's responsibility to shift him/her to the position in which he performs best/ is happiest.. this became the bedrock of Internal Job Postings..
for people who believe in NOC over anything else, the longevity of an employee matters in Social Compliance norms like SA 8000..

In a way, Surya Vrat Rana has pointed to very practical & realistic way of looking at your situation/problem.
Suggest analyze a bit on YOUR reasons for opting to rejoin this company--and in this specific Department. I am sure there must be very valid reasons-segregate them from the company. I am also sure there will be other companies that offer what pulls you to this company. Shoot to join any of them--rather than going after this company alone.
There's also another reason why I think this is a more prudent way of handling--assuming you manage the NOC for now, are you sure that the ego clashes that you talk about won't resurface again after you join? If they do recur, the damage to your career would be much more than it's now--now you may be loosing only the opportunity, but later it could be much more than that. Hope you get what I mean.
