Dear Member,
Please read out your State Rules provision under the Industrial Disputes Act, The role and responsibility of the State Government differs from every state where the act is in force. Generally, the State Government intereferes in the matter of discharge;dismissal, retrenchment, strike, lay-off, closure, termination referred by the Grievance hearity authority at each level.

You can also look at State role in HR in Trade Union Act , Contract Labor Abolition Act and Child Labor Prevention & R Act,1986. Law gives role but in practice what role it plays and in whose favor and what compels it to do so are real questions to be raised. What was the spirit of law and what is the situation at ground

Mr.Murugavel's suggestion is good
When the Industrial disputes distrub the public intervention the state
govt.may enterfear based on the issue, otherwise state govt labour dept
only involved in this matter
