This is the HR policy..The goal of the HR department is to put right person in the right place and at the right time. If a person is not able to perform, firing is not the solution, the right HR system emphasize on retention, so employees' issues are need to be taken seriously and their problems need to be discussed. The HR needs to put the person in the right comfort zone in order to discuss his problems with the work environment or the work culture. Always remember! A happy worker is an efficient worker. If the HR is himself the right person in the right place, he will definitely put the right people in right job at the right time.

I have slight different view that HR is not the only person in hiring employees and functional department head is equally responsible for hiring perfect match employees for the organization.
Managing Human Resources is not the sole responsibility of HR it’s the line manager who have to manage its work force HR will only guide the process to do this.
Comfort zone means what? Employee’s performances will definitely decrease when they are in comfort zone as per my knowledge.

I do agree with you when you said that "HR is not the only person...."
But here we were discussing about the HR policy or may call it HR philosophy that is to focus on hiring the right person in the right place at the right time. The whole HRM revolves around this philosophy. I never deny the fact that managing human resource is also up to line managers to some extent but when but it would be much better if we say managing the work and performance of the employees is the responsibility of the line managers as according to human resource management approach, the roles should be clearly defined and jobs need to be properly allocated, so a particular department is responsible for performing a particular function.
Comfort zone (especially in terms of discussing a problem) is when you bring the other person to a level that he is able to address his problems without hesitating. You got me wrong! it wasn't related to efficiency!
