What is the difference between Competency Mapping and Performance Appraisal and which one is more effective in respect to promotion?

We can use both for succession planning.
according to my perception, Competency Mapping is more effective tool for succession planning. its a successful tool. in CM we can use 360deg appraisal for collecting primary data.
in performance appraisal halo effect may occur, and it will suggest that how good he is at work, either he achieving or not. it will not give you a Clear picture for succession planning.
