One of my friend's husband expires 2 months back, now she has the proper person certificate in hand. His bank accounts are locked with out informing his death. Can we use this proepr person certificate to withdrasw the money from account, is it in a single time or can use multiple times. Please help me out with your suggestions.

As far as i know proper person certificate will 100 % help your friends to withdraw money from her husband account but iam not sure if bank will allow to withdraw full amount from his account because all is depend on the bank policies.
Hence advise you to check with respective bank manager.
