If company adopts the policy of HRA on the basis of employee's attendance, it may be following the policy of "Penny wise, Pound Foolish!"
Pertinent questions arise:
1) Is not company accumulating employees' dissatisfaction resulting in to retardation or loss of productivity by deducting pennies from the employee's salary?
2) Does the employee stop making payment of rent for his living accommodation when he does not attend work?
There is no logic of affecting HRA with the attendance of employee, except when he is on leave of very long duration or when on unauthorized absence.
