Please guys help me answer the question that to what extent has training and development responsibility been transfer from organization to the individual. Please give logical answers and also plz do suggest some research material

Hi there,
I know one effective way that my previous organisation has made training & development individual reposbility. Since performance appraisal evaluation is objective based i.e. KPI it has make it easier for employees to recognise their earas of weekensess as they work thourgh their projects and its requirments..They made sure that Training & development was part of the performance appraisal so your held accountable for (a) making sure you request for trianing (b) ensure you register yourself with an acknowledged vendor to attend the training & the HR Section ensured it processes these training requests prmptly.
