We can define one as HR Generalist and Core HR. According to Definitions and meanings as follows:
HR Generalist :
He / She will do only fundamental, initial and Support process. But Core HR will do design, development, amendments the policies, proceedures according to the changing scenario. Also they think forward towards converting the human assets as potential source in terms of equipping by training, competency level developments, identify the weak areas for strengthening, performance measuring with various tools and guide lines, giving award and reward, promotion accoridng to the out put.
Simply say Core HR function is nothing but developing and promoting the employees quality of life as well work life.

The Core HR is a corporate HR handling all HR issues related with a group of companies and its head office and working towards implementing the various policies, processes, systems & proceedures according to the time. Core HR also giving the directions to the HR on how to function, and how to proceed on various issues. HR is acting in accordance with HR and do the various activities as per the guidelines of Core HR.

Hard core HR deals with effective planning, execution and its proper implementation. Major decision making is done in Hard Core HR. Role of Core HR is to do constant monitoring and amendments in policies and procedures and provide a firm ground to HR to work on. Only Core HR is responsibile and has power to implement changes. Core HR provides guidelines and procedures on the basis of which HR functions, and the things are executed in a planned manner and orderly manner.
Core HR is like a neutron, Wheras General HR is like electron and proton which revolves around Core HR. You can say all HRD functions are Proton, and all IR functions are electron.
