Dear Pranav,
In my opinion if you are not employing any contract labour as per definition of the worker as provided by the Contract Labour (R&A) Act, 1970 or employing less than the required no. of workers for applicability of the Act then you are not required to have license. According to the definition of 'contractor' sub-contractors are also covered & therefore if your sub contractor is employing required no. of contract workers for applicability of the Act then sub contractor is to have the license. For license process plz go through your applicable Contract Labour (R&A) Rules.
