Please try to clarify what exactly you want to know.
High court verdict is not a rules of central government or to be more precise a law of the Indian Republic.
What is the case? What is the verdict? Is it related to a government policy or a rule or a government practice?
Is it just involving two parties where one is government and other is an individual?
Once you clarify this may be will be able to give some answer.

High Court ruling/judgement orders are just for references.
If any new case looks similar in nature, it is a matter of expectation that the similar judgement will be available, if tried in court.

It is not applicable through out india. Nor is a land mark judgement.
However this can be used as a supplementary citation in the other similar cases by the parties.
In this PF case the court has not nullified any section of the act / rules / nor validated any thing new.
Hence it is not a rule.
