Dear Noeline,
To check whether organisation is a learning organisation or not first and foremost check whether training is conducted in that organisation or not. If yes then for what levels? Do senior managers avail of any exemption from learning? If not then what type of training programmes are conducted for them?
Secondly, how the learning is implemented in the organisation? Does the organisation has sound mechanism to implement the learning?
Thirdly, how is the information is stored? How the failures/errors are captured? How the failures are communicated to all others in the organisation? What is the percentage of errors that keep on repeating?
