Dear ,
This is a critical manufacturing/power generation process which needs attention and skill work hence factory act is applied but please ask to local authority whether they have local ESI office & PF office to fullfill certain formalities.
Let us know the number of employees are working at this wind form,it does not matter the area you have.
Best Regards

Dear Mr.Uday
As per Section 2 under Clause (k), (iii) read with " generating, transforming or transmitting of power" your company is to be covered under Factories Act,1948. And you may have to comply with the norms required thereunder. With regard to other statutory requirement such as PF, ESI etc., you can interact with the local authorities.
I have attached a soft copy of the "Factories Act" for your reference.

As per Section 2 under Clause (k), (iii) read with " generating, transforming or transmitting of power" Solar Power plants and Wind Power Plants covered under factories Act.
These power plants works with aid of electricity and every plant more than 5 MW size solar plants runs with minimum 10 employees(includes Security).
Don't Know Whether these plants are registered under factories act 1948?
