Please explain me what is compulsory Leave? Can employer send employees on Compulsory Leave?

In my opinion, employer has every right to send employee/employees on compulsory leave provided that they have sufficient cause to do so and should pay them full as if they are employed.
The other possibility is that employer no need to pay salary provided they had agreement with majority of workmen.
Sometimes this would also means as "lay-off" or "lock-out"
Finally, untill salary is paid in full for compulsory leave no probs....
