First & foremost work relating to Haryana Labour department relates to is of obtaining of factory licence & therefore apply to Chief Inspector of Factories, Haryana for Factory licence & for approval of Factory Building Plans. Notice of occupation is to be given at least before 15 days to the CIF & Inspector of Factories( Now designated as Assistant Director ( Industrial Safety & Health). For more details you may contact the office of the Labour department( Factory wing), Hisar which is situated at IIIrd Floor of the Mini secretariat.

Dear Friend,
For setting up a new factory the following initial formalities are most critical:
1. You will have to have the Factory Plans and the Plant Layout Drawings approved by the Chef Inspector of Factories, Chandigarh.
You may contact any reputed form of Civil Engineers and they should be able to do this entire exercise for you.
2. You will then have to obtain the Factory Licence, also from the office of the Chief Inspector of factories, Chandigarh.
You will have to deposit a certain Licence Fee. This is calculated on the Basis of the No. of people you plan to employee and the amount of Power(Electricity) you plan to use.
3. You will also have to get clearance from the Fire Deptt, Police etc..and then apply for the NOC from the Pollution Board.
To complete the formalities:
a. you will have to install adequate and effective Fire Fighting equipment, subject
to approval of the Fire Officer, in your premises.
b. you may also have install an effective Effluent Treatment Plant, if any effluent
is likely to be discharged from your Plant.
4. Standing Orders, Works/Grievance Committee etc, Canteen, Creche for Children if 30 or more female employees are employed, Canteen, if 250 or more employees are employed, Rest Rooms, Medical Treatment Room, Welfare Officer etc…are other formalities you will have to comply with.
5. Once you start your operations, you will have to look after other statutory compliance like:
a. ESI, PF, etc..
b. Payroll Processing etc.
c. Creation of & implementation of HR Policies and their implementation.
d. Submission of various Returns under various Labour laws.
You can always outsource these functions. I would be glad to do this for you.
These are some of the basic necessary formalities that you will have to comply with and which occur to me off the cuff.
