Company Overview:
My Organization has close to 2000 employees at various locations in India. Out of them some 1000 employees are involved in 24X7 operations and hence work in shifts. These employees are also provided company transport. The remaining work in the regular 9:30 to 6:30 shift and commute on their own.

Current Situation:
There is no set rule followed while preparation of the Shift Roster for the employees which is prepared on a monthly basis. Usually at the beginning of the month, a roster for each employee is prepared dividing the 6 Week Offs available to him on a random basis.
Swapping of Week-Offs amongst employees is also allowed.

Problem Statement:
Preparation and maintenance of Shift Roster us currently a huge task. Frequent changes to Roster due to Swapping of Week-Offs means the Transport Department is overworked. Confusion so caused results in employees not being picked up on time or at all. While preparing a Roster, upon employees request, all six Week Offs may be clubbed and given to him/her together in a month. The remainder of the month the employee is expected to work without Week Off.

What do I need:
I'm trying to prepare a policy to streamline the Roster making process. However, before I approach the stakeholder who'll be affected by it, want to make sure it is in line with Indusry standards.

Following is what I want to propose and need your critique on:

1. Employees not to be allowed to club more than 3 Week Offs once in a month. This will ensure he/she gets proper rest throughout the month. Also, please comment if its incorrect, employees cannot be allowed to work more than 14 days at a stretch - right?

2. Swapping of Week Offs to be limited to once per month per employee. This should ensure better transport management and better capacity utilization.
