I am working in an automobile firm with a strength of around 500 workmen. I am designing the performance management system for workmen and looking forward for some help on following points:
a) What sholud be the contents of promotion policy?
b) What should be the criteria for assessing their suitability for promotion?
c) What all factors should be taken into consideration apart from attendance for promotion of workmen?
My company is a growing organization hence I am looking for a system which is cost effective and user friendly (to workmen) in implementation.

Promotion policies depends upon seniority and their performance levels in the organization
Criteria for considering for promotion is once ability to prove in the job specified to him /her with dedication and commitment and should work at deadlines given
Of course even attendence indicates about the workman's punctuality and mainaining discipline at work is also the important criteria

3)Job Performance
4)Workmen Intiative
5)Skill importance
For last point i am saying that on which area workmen is belongs to , every business has some critical area like production, development etc. on which we should give more importance compare to market.

Can this Bell curve concept be used for blue collared workers? if yes then How?
