I would say 'HR can save IT' like what a blogger has written HR Processes, systems, streamlining, automation...: HR can save IT Industry
Apart from this HR should try to retain a motivated workforce and don't allow rumors or panic spread across workforce. Also you can identify cost reduction initiatives from HR area ( it can be streamlining some of the processes, cutting a step in process, outsourcing some work to a vendor, automating a manual process, change in work hours etc..)
