Dear All
I am working in an Automobile company and we are planning to start a new green field project in a new location in different city.
Can you suggest what are the activities to be carried wrt HR / IR, Laws related before commissioning the plant or even before getting Factory license.
Please respond, its urgent.

Dear Anshu,The following are the activities which you can carry out in a new factory:1) To get the PF registration form and register the PF of all the employees in the respective PF office.2) To meet the ESIC & PF Inspector and see / understand the procedure and building the good relations with the Inspector...3) Meeting with Factory Inspector and Labour Commmissioner and Introducing your Company to him in order to have a good rapport between two parties.4) To do the survey of the neighbouring Industires / Companies in order to cross check or verify or get information on the MInimum wages paid to the workers / Operators.5) To prepare the Code of Conduct / Personal Policy for the new respective unit / Factory. 6) To check the License and Registration of the Contractors (If any employed) in order to avoid any problems in future (License and registration based on Contract Labour Act).7) To maintain and check daily the attendance register of teh contract workers (If Employed).8) To maintain the Training Register (If at all any training is been conducted).9) To maintain the Attendance Register of Employees (if no Attendance system is developed for some period of time).I think i have answered all your questions.....RegardsAnkit09869851356

Can anyone advise me on the matter that whether the local workers to be recruited or the workers from outside city / state would be better with reasons.....

Dear Anshu,You will have to see with the Labour Department of that State.....For Example: In Uttaranchal state 70% of the recruitment or Employees should be of Uttarakhand Domicile and 30% from other states....Simultaneously check with the concerned State Labour Office...RegardsAnkit09869851356

Rightly said govt. policies will have affect on the selection of employees (operatives).
But are there any other factor which we need to take care before proceeding like skill avability, discipline (unauthorised absenteeism) etc. your views on them.

In addition the above inputs
1.) you can claim EDLI exemption from PF
2.) You have to take gratuity policy with LIC and build a Gratuity trust
3.) First apply for Factory license and contract labour license
4.) register the list of contractors with the statutory authorities
5.) Professional tax - get in touch with the local panchayat or local body
6.) property tax - local body
All the above are related to statutory part of HR, while coming to HR part of it the following inputs can help you
1.) getting the manpower requirements
2.) recruitment of operators ( decide on qualification, age and gender criteria)
3.) Training for them (NTTF could be a better choice)
4.) what type of culture you are going to build? (very important)
5.) Team based set up or supervisor based setup - need to decide
