Sec.46 of the Factories Act provide for the provision of a canteen in industrial establishments wherein 250 workers are employed. Rule 70 of the TN Factories Rule, 1950, deals with formation of Canteen Managing Committee which shall consulted from time to time. There is no frequency to conduct the canteen committee meeting stipulated either in the Act or Rule. Please check in your state Rule whether anything is mentioned. If nothing is mentioned, it is ideal to conduct the canteen committee meeting once in a quarter similar to safety committee meeting.

I would say it depends on the schedule as per HR practices & the requirements.
Canteens run either by the management(s) by itself employing own crew, providing menu finalised in consultation with union representatives. All the inputs are procured by the firm and provided to the canteens, qualities checked by the canteen committee and wherever complaints are there they are rectified. Some other establishments out source this service providing appropriate guidelines, subsidies, prices to be charged for food stuffs etc. This operation is supervised jointly by the committee consisting of union reps, shop floor supervisors & HR officials. Generally meetings are conducted monthly, alternate months, qly as may be required.

However, if the canteen is managed by a cooperative society registered under the Cooperative Societies Act, it may not be necessary to appoint a canteen managing committee. No meeting frequency is specified in the Acts and Rules but FWF recommends the committee to meet at least every quarter.
What is the canteen committee policy?

The agenda for the meeting is 1) Reconstitution of the committee by nominating new members, if by rotation. 2) Quantity and quality, prices of food items served, timings being served. 3) Replacement of old and damaged furniture, utencils, general upkeep of premises and so on.

CHAPTER V: WELFARE

(1) The State Government may make rules requiring that in any specified factory wherein more than two hundred and fifty workers are ordinarily employed, a canteen or canteens shall be provided and maintained by the occupier for the use of the workers.

(2) Without prejudice to the generality of the foregoing power, such rules may provide for -

(a) the date by which such canteen shall be provided;
(b) the standards in respect of construction, accommodation, furniture and other equipment of the canteen;
(c) the foodstuffs to be served therein and the charges which may be made therefor;
(d) the constitution of a managing committee for the canteen and representation of the workers in the management of the canteen;
(dd) the items of expenditure in the running of the canteen which are not to be taken into account in fixing the cost of foodstuffs and which shall be borne by the employer;
(e) the delegation to the Chief Inspector, subject to such conditions as may be prescribed, of the power to make rules under clause (c).

Simplified Act

(1) If a factory has more than 250 workers, the government of the state where the factory is located can set rules that require the factory owner to provide a canteen for the workers to use.

(2) The rules that the state government can make include:

(a) When the canteen must be ready by;
(b) How the canteen should be built, how big it should be, what furniture and equipment it should have;
(c) What kind of food should be served and how much it can cost;
(d) How to set up a committee to manage the canteen, including having workers be part of the management;
(dd) What costs of running the canteen should not be included in the price of the food and must be paid by the factory owner;
(e) Allowing the Chief Inspector to make rules about the food served in the canteen, as long as certain conditions are met.

Explanation using Example
Imagine a textile manufacturing company, "WeaveTech Pvt. Ltd.", which employs around 300 workers. Since the number of workers exceeds 250, as per Section 46 of The Factories Act, 1948, the State Government has enacted rules that require WeaveTech to provide a canteen for its workers. Following these rules, WeaveTech sets up a canteen within its premises by the stipulated date.
The canteen is constructed according to the government's standards, providing adequate space, furniture, and equipment. The menu includes healthy and nutritious food options, and the prices for the meals are kept reasonable and affordable for the workers. A managing committee is established, which includes worker representatives to ensure the canteen meets their needs. The employer, WeaveTech, agrees to bear certain expenses for running the canteen, such as utilities and maintenance, so these costs are not included in the price of the food served to the workers.

Hi, there is no specific rule, it says time to time. As long as no issues in the canteen at least once a quarter, you can conduct canteen committee meetings.

Where you are facing frequent issues in the canteen, make it a policy to have meetings once in a month, till problems addressed.

Meetings of the canteen committee should be held at least once every six months or four times a year. Depending on the needs of the company or the makeup of its personnel, the exact frequency may change. However, unless the company's own guidelines specify otherwise, it is generally accepted practice to do so at least once or twice a year.

My Dear Friend,
We are regularly conducting the Canteen Committee meeting once in every month because of the issues or problems to be identified and shorted out by the month itself. If we conducting more than a month we could not get to know the issues in the canteen food or any requirements. There is no rule for duration to conduct the canteen meeting but we can conduct once in a month, once in two month it's up to you. You can decide yourself based on your company policy or requirement.
