my opinion is that we have to look into the actual problem.
is the actual problem late coming of senior staff or their attitude. to me their logic doesnot seem right but the person who is asking them this question should also be justified. this cannot be black and white it has to be seen in the larger perspective of their attitude towards their work and company at large. we can force people but the whole idea of hr is to create joy of working. If there are issues arising out of their late coming then we must discuss with them and appraise them of those issues and if they are senior and committed they will advise solutions also...

As senior members have rightly pointed out that such things should be handled by senior persons like Director - HR level.
It is difficult and there is no need as well, to explain to shopfloor HR people and junior HR people, the reason or explanation of why a senior person is coming late.
For instance, he may have flown in from another city the same morning and the flight was delayed.
He my have attended a late night marketing get-together of the channel partners.
He may have attended an urgent morning meeting of Board of Directors.... there can be hundreds of reason which need not b shared or disclosed.
I think it exhibits sadistic shades to have the urge to try to "discipline" senior members of the organization whose deliverables are different and assessed differently.
The best thing a junior HR manager can do is to report the matter to his superiors and let them handle the issue; while they concentrate on more urgent and pressing requirements, instead of noting the arrival and departure of very senior officers of th organization.
I think the real problem lies in lack of Delegation of Powers in proper form and its communication, due to which junior HR officers think they have jurisdisction over anybody and everybody, and they can teach the lessons of discipline and punctuality to all.

It is better for you to talk to your Head and discuss the stretegy needs to be adopted to curve this practice. If you keep higher ups in picture, the problems will not creep up in future. If needs be formulate some policy or rules and regulations to curve this practice, but taking into the confidence of your Boss and than of the Higher up is very essential. You may also put up this point in the meeting and let the senior people themselves decide, what is required to be done.

There is no special clause for late going in any organisation, since the senior position itself indicates it is a high position, they have to stay over time to finish of the day's work or some times on a prioirty basis, like visitors coming to office etc the seniors are supposed to stay back.
Whatever the time 0f leaving the office does not hold water here, because all the expected to attend the office in time and sometimes seniors are required to attend the office litte early and not late , since their job profile is such .
