Yes, any shop in tamilnadu has to be registered under the shops and TN S & E act.
If you are asking mandatory means yes but there are some who don't register under it.
Any act or law give a guidelines for us to go in a proper way.

In case, you have not got the clarity on this registration part in Tamil Nadu...
We would say, it is not required to get the registration certificate under the TN Shops & Establishment Act and there is no official formality to get the same.
But, Instead of obtaining a registration certificate under the Shops & Establishment Act, Each and every establishments have to obtain a formal approval from the authority under the TN Industrial Establishments (National & Festival Holidays) Act, 1958. It is nothing but a "Festival Holidays Approval".
As for as Tamil Nadu concerned, it is treated as a Certificate of Registration and it is mandatory to obtain the same.

Yes, nowhere talks about the employees strength under the Tamil Nadu Shops and Establishment Act. This Act is applicable even for engaging one+ employee in the establishment. But, you can get the exemption from the submission of returns and maintaining registers, it depends upon your establishment's employees strength. There is a provision under "The Labour Laws (Exemption from furnishing Returns and Maintaining Registers by Certain Establishments) Act, 1988.
