1. U may go for different color cap policy as every color of cap denotes the warning stages like green denotes initial warning, orange second warning & the red one denotes the sudden dismiss.
2. U may go for per hour salary deduction policy for every role employees.
3. U may go for short working analysis at the month end for each & every employee.

First of all you should inform verbally to all of your employee , secondly you should talk to the management and inform about the same and put the notice regarding the same on the notice board with all the do and don't and also with the warning and penalties.
