I would like to share my views with you. There are certain laws which are difficult to interpret and most of the HR PROFESSIONAL's majorly rely on Consultants/CA'S/LAWYERS who are specialized in responding to specific queries. Else we share information to whatever extent we can or aware of. There are certain critical areas which may be out of our reach, but still we try to interpret in the right manner to the maximum extent.

Even experts don't have a ready made solution as they seek time to refer book of law to come to a conclusion thus responding to the query. Perhaps, by now you should have submitted your expert advice, if you had really valued TIME & practiced PROFESSIONALISM.

Hope you understood that, i am strictly having discussion(communicating positively) with you because i had been having discussions with respective members of this forum and we even have understood each other, henceforth we are a proud to be a part of this community. Our discussions had helped us to explored various facts which were not even raised by the originator. Its all about sharing knowledge to whatever extent we can.

I fully appreciate your admittance of limitation & well equipped justification towards the possible exploration of interpretation of law to the maximum extent considering the criticality of subject & most importantly technicalities of law. In honouring the exercise, we should aim to provide best advice in accordance with the substantial & procedural law after a legal research. I also dedicated to share academic knowledge voluntarily in its true spirit rather being reprsented as a mock professional towards the community. It was your perception and interpretation level for which i can't help you as every individual has its own style of perception.
If you had gone through my first post, you will find my query "On what grounds PF OFFICER has raised the liability against casual labour?". We have been practicing QUERY BASED DISCUSSIONS to understand the ORIGINATOR/MEMBER and his issues to be addressed proportionately with precise information that should cater his requirements. This process had helped us to gather substantial amount of information as diagnosis was very much essential to interpret and submit our reply.
I understand its FESTIVAL TIME but it just started couple of days ago. Perhaps by now you should have submitted your expert advice.
Moreover, i am not an expert to comment precisely on any subject matter. I am just sharing my knowledge proportionate to the query.
