I would agree with most of the reasons and suggestions given in this thread.
In addition, I feel that a recruiter needs to do some homework into the expected behaviour of the candidates before approaching them and setting up an interview.
For example, if a candidate has only MNCs or big companies in his previous experience (except maybe for his first job), he is unlikely to consider a move to a smaller company, even though he might show interest in a telephonic chat.
Similarly, a scan of his work locations will give an indication of his location or region preference.
If a candidate shows interest in moving out of his "comfort zone" (preferred location, company size, etc.), it should raise a flag in the recruiter's mind and the recruiter should follow up and use the suggestions offered earlier in this thread to ensure that the candidate does not default on his commitment to attend the interview.

But when we speak to the candidate we give them the all information which you have mentioned and when he finds the profile,package,company.etc. suitable for himself than only we forward their resumes. So i think thats may not be the points.

Thats what I have planned to do from now... Now I tell them that" if you are genuinely interested than only say yes otherwise once I will send your details to the company and if you will not turned up for the interview than the company will BLACKLIST you for the lifetime....."

See what i think, not only think had seen also, like we had registered in severals job portals,consultancy,many more who provides job. when the call comes comes from your side you take a small interview then refer us to company.
now similar things happens from other consultancy, it means candidate has choice.
here you take only a small part of interview process,only tell me about your self, why this etc...,then you say should have excellent communication skills, should ready to relocate, should have own conveyance, that time job seeker agree to this but in most cases he actually does not ready for this or you can say he does not possess these thing.
Before the final interview in company he realize that this company is not good for me, in most cases for good company the candidate knows he can not complete with others.(fear of facing the interview in good companies where all the candidate comes with high profile)
Also you say that experience and fresher both can apply,for fresher it is very hard to complete with experience one and candidate is well aware of it.
And experience person goes for final interview when he free, means he things ye nahi to koi aur sahi, mujhe kya jaldi h.
Apart from this, these are common factors like salary issue, location, job profile etc...

As you are saying that candidates have choices for the consultancies. That's true, but in case if you already confirmed about the schedule & do not really feel to attend the interview due to any reason. Then should be your moral responsibilty as a good candidate to intimate the same to the consultancy (Without specifying reason if you feel so.) In this manner they can get an idea about expected foot fall. Besides, they have spared their time from your screening to scheduling to follow up. (Right!!!!!)
Also, during telephonic interview, if you have been asked some question, then your answers should be based on Fact. If you are not ready to relocate simply say "No." In that way recruiter can get clear idea about your requirement.
If the candidate has some doubt or fear for attending interview, then it's good not attend, rather give some time to improve. Provided, he should inform for not attending the interview.
If recruiter will be clear about candidate's interest and if candidate is clear about the opportunity offered to him. Then, I don't think there would be any need of all these exerciese.
And if you still think that this is not so important & can take the consultant for granted that surely you are not the right one to be scheduled!!!

This is a widespread & common issue, when you schedule interview meetings, check with the candidates on how they plan to arrange their time to meet for the interview. If they are meeting you on a working day check if they are going to take an off for a full day or half a day, or if they plan to come in between work, check if they have taken permission. Also, try to get a confirmation from the candidate my sms or mail regarding their acceptance to attend the interview meeting.
It might not be possible to totally slove these no show issues, however, being a bit more aggressive in communication we can bring down the ratio.
