Dear rudsan, the following steps are to be followed with while taking disciplinary action against an employee.
1.Preliminary enquiry
2.Show cause notice
3.Constituting disciplinary authority
4.Charge memo and statement of alligation
5.Domestic enquiry
6.Communicating enquiry report and proposed punishment with show cause notice thereof
7.Issuance of final order.
As each step requires explanation better consult a practitioner of labour laws for details.Else ask for the same in this thread itself.
Appointing authority is empowered to suspend an employee.Where appointing authority is the forum for hearing appeal it should not act as disciplinary authority.

Dear All,
Yes, if an employee is suspended, he will be entitled for 50% of gross salary as subsistance allowance for first 3 mths and if the enquiry goes beyond 3 months then he will be entitled for 75% of gross salary. Only ESI will be applicable on suspension allowance and pf is not applicable.
