hi
why do you want to put lot of issues in your mind. just be as cool as possible. and you are a HR. and you should be able to deal with people's emotions. experienced persons will behave in that way only, its not strange thing. you cant change it in a day it will take time even a year. listen i have been in bank foe 8 months its a private bank. have faced same issues. what i learnt is that, one should not spoil the professional relationship even with the staff who works in the lowest position, so that your work will get spoiled. try to make sure your works are perfect and keep record of every thing you do along with him. if possible record your phone conversation for your safety. he can over power you since he works for long in your org. and his subordinates will try to please him cos they need him to servive in the company than you. try to call him sir if possible(if you think its not wrong). try to be friendly with his subordinates, if not in office out side. never let him find fault in you. try to reject his suggestion if its not right in a polite manner like{"what your telling us correct and we can also do this in other ways"}. and if you feel he wont let you do anything in peace make sure you work in a office wher he does not work...........not necessary you should leave. hope you understood my point.

Dont loose your dignity in front of any one
(apni nazro me girkar bhi kaam karne se koi fayeda)
aise to paise kamane ke aur bhi bahoot tarike hein where dignity or atamsamaan jaise sabdo ki koi jagah hi nahi,
its not about for any senior or junior..
