Yes the cheap way of recruitment is through mouth, ie employee referral, referral from prominent persons in the locality, persons from the offices you are having contacts while liaisoning. You should alaways have a keen eye on conveying the the message that your require people.

for the entry level positions some of the cheapest way of recruiting are:
* pasting a notice on the office notice board regarding the vacancy (employee referrals),
* if the office is located in a crowded or busy place, a cloth banner or a poster in front of the office will help
* print the requirements on a handful pamplets and give it to the people who walk in to the office (suppliers, customers, agents, distributors etc)
* there are a few websites which post free classifieds. these classifieds are viewed by thousands of people every day
* sending emails with a personalised touch to all the stakeholders is another cheaper method to gather candidates
gathering the prospective candidates through word of mouth are the cheapest ways of recuitement

Referral is the best solution. Apart from that, if you would like to explore the news to the market, the best way is to sms. The advantage is even if the user wants to delete the message he has to read it. Do not send sms from free sources and at the same time do not buy sms which would cost more than 15 paise. If you pay Rs.5,000 for the integration on the website (one time set up fee) you can send unlimited sms as per your requirement with an additional cost (sms tariffs keeps on changing) but it never exceeds more than 20 ps. SMS sometimes would be given at the cost of 2ps/sms. I have done for my company in a similar way. The other source is thru Govt Employment Exchange - where all the students/candidates register for employment with their respective towns and cities. Rigestered for all position and classes. You have to approach those agencies.

I believe that the cheapest way is to go to the Govt Employment Exchange,Ex employee Association Defense Service,Employee referel,Posting of vacancies in Company web site,social network like orkut,Linkn etc.

Recruitments are always expensive. Among these aforementioned only the first one is free of expense. If we give any rewards to the person that refers the new candidate, again there is an aspect of monetary loss.
