We keep saying national and Festival Holidays Act and You now ask which ACT??
It is not your thinking which will matter..but it is the legal position which will matter
National and festival holidays are common for all factories and shops and establishments
There is nio law which says this is applicable for factories only Please read the Legislations once again

Dear Sir,
I am a little confused on this. Can you help me with National and Festival Act ( bare act) as applicable to Delhi. I got to know that Punjab Industrial establishments ( National and Festival Holidays) Act is applicable to Delhi but its for Industry Establishments only.
Would be great if you could clarify this.

I worked in Delhi for five years from 1976 to 1980 and that is my knowledge about Delhi. Punjab National and Festival Holidays act is applicable to Delhi State. It covers all establishments excluding Govt Offices.I do not remember the number of days but I am certain it is minimum of 9 days
I will try to get a copy in chennai and if i can get hold I will send more clarifications
Easier thing is to check with some chamber of commerce
Punjab haryan chamber of commerce is aleways active and they will give clarification

Dear All,
I have gone through the conversation and in regards to same would like to ask if there are 11 holidays mentioned in the standing order (which includes national holidays) and an additional holiday is being given by factory then what is the process ? Since we have given Raksha Bandhan holiday but it is not mentioned in standing order.
1. Is it that same has to be informed to the inspector of factories or amended for in the standing order ( before giving or can be done after giving) (I dont think so)
2. Also is it required to be posted on notice board before hand (Can be done)
3. For additional holiday given (other than not in standing order) if both above are not required as it is an additional holiday that factory is giving other than that mentioned in standing order (may not be required but can if done it will become mandatory to be provided)
4.Also for additional holiday like above instance is it compulsory that if it is given in particular year then it has to be continued. (I dont think so, it is at factories will to but those mentioned in standing order will be compulsorily given)
This I am asking because nothing specific is mentioned of holidays in factories act except that what is prevalent i.e national holidays with few festival holidays counting somewhere 11 or so.
I am also providing my views at the end of each points.
Look forward to your noble views in this regards and additional views if skipped by me.

It is to be noted that no permission from Inspectors of Factories (and Boilers) or Shops and Commercial Establishments is required to declare a particular day as a holiday. But in order to require employees to work on a day declared as a holiday as per Standing Orders or the list of holidays published at the commencement of each year, you will require the permission of the Inspector under the state's Industrial Establishment (National and Festival Holidays) Act, normally the Asst/ District Labour Officer or Commissioner who is the appropriate authority under the said Act. Therefore, just declaring it on the notice board will do the purpose. If you want to observe the same as a holiday for the coming years also, you can go ahead with amendment of the Standing Orders at a later date. Since this being a matter of additional holiday and the management is ready to give it, there will not be any protest from the workers and the amendment can be done easily.
