I guess you will have quite a few comments on this issue - Anyway for what it is worth my preference for you would be to conduct and experiential learning program which may include some team activities undertaken outdoors.
The reason that this will work for you is that apart from being the only real way of facilitating learning for adults - the processes will allow issues to come out in a non-judgemental manner from all members of the team. This way you will foster ownership and all those other issues you speak of.
Of course you may find that some of your traditional corporate culture / etc. might be challenged!!
You may also find that your current vision has input from all those valuable team members that you currently work for.
