Thank you once again sir for clarifying my doubts. Again there is one rule that new joinee is not applicable for earned leaves for one year. They are entitled for 7 casual leaves only. Is it ok.

Obviously. EL shall be given (credited) to employees account, after completion of one year only.

Yes, I know. As per rule EL/PL and Sick leave have to be credited after completing one year of service. But, for e.g., a fresher or newly joined, in an unfortunate illness or accident which required complete rest or hospitalisation, not able to attend duty for many days, what do you do. He/she has to face LWP, isn't. As a general rule it is. Whereas, if & when a discretion is vested in HoD or any authorised person can relax this stipulation and use this in exceptional instances, in deserving cases, might authorise either proportionate credit or advance credit subject to adjustment against future accrual. This measure is in vogue in some firms I know, may not be possible in larger units. But certainly possible, this I'm saying with my own experience. This I'm suggesting with a view that Managers be armed with certain enabling provisions so that employees come back to duty as soon as possible hale & hearty and operations doesn't suffer.
