1.ESI scheme has been extended to Ednl.Institutions employing 10&above employees in Karnataka ,as per ESIC Karnataka website.
2.So definitely the school in which your sister was working is tohave been definitely covered and as an employee drawing <15000,your sister is also to be under esi coverage and all benefits are to be made available to her.
3.My advice is that your sis may file a grievance representation to the Regional Director and seek redressal.
