Bills introduced in Parliament are of two types: One is Govt. Bills (i.e. Bills introduced by the Govt.) and second is Private Bills (i.e. Bills introduced by some Member of Parliament of his own). It is very rare that Private Bills are passed in Parliament since they do not have support of the Govt. Since the chances of same getting passed are almost NIL, we should just ignore them.

Answer to your query is as under:
Gratuity is payable from date of joining the employment or from the date the POG act is applicable to the establishment and not from date of joining PF.
Gratuity and PF are two different enactments. First one is applicable to establishment when it reached minimum 10 employees whereas second one is applicable to establishment when it reached minimum 20 employees.
Date of joining for the purpose of gratuity and date of joining PF may be different in respect of old employees.
