I will further add to it. In this case it is an IT company. Otherwise dress code will also depend on the type & place of work. Now a days women are in production and there Dupatta or any other loose clothing becomes a safety hazard.

As far as the indian formal dress is concerned only Saree is considered to be a proper formal attire but due to some limitations, all female employees cant carry saree for the whole day so its a trend of wearing salwar suits and people have named it as formals. But wearing salwar suit cannot be considered as informal as well. As far as without dupatta suit is concerned, its not formal but you can call it is semi formal and I dont think there is any harm in wearing a suit without dupatta until and unless it does not look vulgar.

I don't think wearing a kurta with a chudidaar or a salwar without dupatta looks vulgar. As per me there is no vulgarity in this kinda dressing until and unless ur attire is not revealing or exposing. Now, you will also say that girls should wear dupatta with jeans and t-shirt. Whats the harm if a female can carry trousers, jeans, shirts professionally then she can also carry salwar suit decently without wearing dupatta, which does not make any good rather it just creates hassle during work.

If any H.R. is really concerned that Dress Code is diverting mood, Pl. design a Dress suitable to your work culture ; Make it as your uniform. Just simple.
Only thing to immediately avoid is Round Colour Loose Banian in Both Sex with Double meanings etc. or words of insult etc.

Dress code should be such which suit to the individuals, either formal or informal there should not be any restriction, at least once in a week there should be informal dress specially last working day of the week. It look nice, there should be freedom for girls as well as to the boys also.
