I am woking in Noida (UP) based company. My consultant is saying that there is no need to submit ESI half yearly return but last time in a different company even after submitting online challans, i submitted this. please suggest

After consult with ESIC branch manager, they are guiding to submit the hard copy by signing of authorisied person, also they are suggesting to provide CA certificate, if the no. of employee is more than 40.
Pls confirm with your concerned branch office.
