Generally ,we all know that in an organisation for the meals, certain share is contributed by the employee as well as employer as per their policies. Then the management issues meals tokens to the employees and deduct the cost from their salary as per the employee contribution.The employee has to take meals from the canteen or if there is no space for canteen then to caterer who is pick uk up by mngt by issuing work order and has to provide space for eating.It is good, in the case of caterer,if the employees give their meals tokens at the time of their intime to plant to concerned person who writes the names of the employee and give the order to caterer who brings sufficient no. of meals without any loss to both the parties.Then the canteen mngt or caterer may raise bill and send the bill to finance & accounts department through proper channel. Then mngt can pay to them for it.The mngt has to prepare time shedule once or twice basing upon the no. of employees.

I had another doubt that is it necessary to provide tea and snack to the employees.Please post your ideas,knowledge and thought on this question as well

Just it is a refreshment to the workers / employees working in factory and even it will increase the productivity, after they get refreshed.
That's the purpose of providing tea and snacks, and it will bind the workmen from loitering unnecessarily from one place to another place without much involvement in work and wasting time. If you question they will simply tell we are going for tea or refreshment. Because you cannot avoid such movement. Instead if you provide them with refreshment then obviously it can be completed within 15 minutes and from 16th minute the work will commence.
