(1) Hotel comes under the category of Shops and Establishment Act.
(2) The criteria of minimum wages is the nature of wrok being performed by the person and not on the basis basis of qualification and experience of the inidvdual.

Dear Mr. Prasad,
Unless, the food is made and supplied to other places like air kitchens, it may be covered under Factories Act.
However, all hotels & restaurants are covered under Shops & Establishment Act only.
