Salary is mainly depends upon your experiance in this filed. It doesn't mean that being a manager you should get high salary. Other managers getting depending upon their performance, qualification and more over their hands on experaince in the filed.
T&D is purely your responsibility.

Coming to your questions:
1. Firstly the 'factor' that does matter the compensation in the current scenatio is not your experience nor industry standards....but its just the "Affordability of your company" How much it can pay... Since we belong to costing centers the affordabilty of the small and medium companies are very sensible. Thus I can say that the salary you are drawing should be equally propotional to the business you are company is doing..
2. When it comes to T&D.. it also comes under HR manager, but many companies are seperating this team. The idea behind this seperation is the concentrated approach on the development of individuals. As i can understand that your company cant afford having a new team... so I think you have to handle the same... You could be more responsible for facilitating and coordinating and planning traininig programs. As per the training need find an SME in that area as a trainer.

I guess you pretty much got the answers from other friends. Adding to that, I just wanna say about one of your problem that, your MD is making you like a PA and treat you as a kid.
Buddy, I would suggest you, Try to use this opportunity. It may sound funny but still as a MS , he will comeup with lot of experience and skills. So try to grap it and learn as much as possible from him. After some time the same position & MD wont be with you but your learning will be with you.

If you got all the experience & there is nothing to learn in that co. then try to change the co.
Even if change no one can give you more than 18000/- i.e30% of your present salary
Working as a secratery you can make MD depend on you & ur image & respect will go high. I think ur MD final authrity to decide increments your work is directly monitered by him so there is chance of good hike.
