There is no rule which states that the Mediclaim facility should be given to permanent employees only, it all depends on the Company policy as to whether they would like to provide for "day one coverage "or provide the facility after the employee is confirmed.
Mediclaim is definitely a benefit and also would work as a retention tool provided you use it wisely.. a Corporate mediclaim facility has a lot of benefits vis a vis the personal one that an Employee takes, and those points can be high lighted.
Where personal accident policy is concerned, incase the service provider is the same as the mediclaim policy you can use the same data sheet , combine both the formats, so logistically there should not be a problem.
However when administrating the mediclaim you should see that your time lines in terms of additions and deletions are adhered to, or else the the administration of the whole mediclaim policy turns out to be a pain
