The cheapest way of recruitment varies from Org. to Org. An Organization might have only one efficient recruiter and only one portal or database or employee refereals etc., My opinion one would not be able to say i am using the cheapest mode of recruitment as it is purely depends on the domain,size,turnover and amount of work.
We need to draw certain lines before we call it as cheapest way of recruitment, which may be too short to explain in an email or posting.

Cheapest way of recruiting is through employee reference.At first you have to find your best staff in that field.One thing is must be in mind that friend circle of one is most of how he is.So don't take reference from someone whom you don't like.It will make your job difficult.

The two most cost effective ways of recruitment are:
1. Employee referal-
(a)You can always post the requirements on your Intranet.
(b)But the referal polices should be very transprent and people sholud be aware of the same.
(c) Monetary gains will always encourage people to revert you regarding openings.
2. Headhunting-
(a)There are always new entrants in the system at the time of there Induction you ask them to give reference of people suitable for your requirement. (This needs to be done very tactfully)
(b)Cold calling to these candidates.
(c) you can also use the old employees data who are not there in the system and can apply some cold calling.

One of the best ways to find maximum profiles is to get atleast 2 references from the person who is attending the interview. Eg: suppose if 100 candidates are attending interview per month , if each candidate provides 2 references. 100 candidates x 2 referrals = 200 exact profiles . This is one of the cheapest way to recruit people.Include new column for fresh refferals in- personal declaration format (which is to be filled by the candidate)
It may looks simple but its effective. Try this out.
