its very important to go through exit interview forms before you go ahesd n designing retention policy. now exit interview should give you the data why employees are leaving the organization, but you should also try to get information where this people are joining that will give you a rough idea about the rival companies policies which is popular.and also why this employees are joining that particular company.
besides this satisfaction surveys among the empyoyees, suggestions how it can improved should be collected.

Dear Gunjan,
Inorder to frame retention strategies.First we need to get into the bottom of why attrition happens in a particular oraganization.Based on that you can come up with n number of strategies.There are two factors that influence attrition internal factors and external factors.The external factors cant be controlled to a larger extent but the internal factors can be controlled. Any strategy should be the one that improves the employee satisfaction and employee retention which directly infulences the retention.
